There used to be a 100 year old hydro-electric power plant in this exact spot. But in 2013, PacificCorp's 100 year old lease ended, and they started dismantling the structure. There was a heated legal battle in 2015 on whether or not they left the site damaged, and breached their contract.
It settled out of court, and the irrigation district is partnering with the Upper Deschutes Watershed Council to return this location back to its natural state (they settled for $1.65 million, which is all going toward the project).
And can I just say? The falls are already looking better.
